The basis of the VFR mobile application is the NetBriefing system, which is a free web-based service of HungaroControl (Hungarian Air Navigation Service Provider) to help general aviation pilots prepare for the safe execution of their flights faster and easier than before.
The mobile application itself can communicate with the ground infrastructure and can provide information that can be used to reduce ground-to-air radio traffic and airspace violations.
While the NetBriefing system assists in the planning of flight tasks and submission of flight plans, the VFR mobile application provides support in the execution of planned tasks.
The VFR mobile application also includes features designed to increase the efficiency of flight operations and the pilot's situational awareness. This includes, for example, the transmission of static and dynamic airspace data or the display of information about surrounding air traffic.
In addition to the above, the application will also serve to collect and distribute information about the operation of unmanned aerial vehicles (drones), if they have the appropriate data communication platform.
The application cannot be considered a safety-critical development, given that both the on-board mobile device and the information provided only provide background information.
Only registered users are entitled to use the VFR mobile application together with other registered users, without transferring the right of use.
The VFR mobile application can only be used for private purposes in accordance with the terms of use, commercial use is not permitted.
Note: enabling positioning enables moving map display, sharing location information within the system, and recording tracks.

It contains the static offline and dynamic online (FUA) airspaces of Hungarian airspace, as well as the status of active online drone zones.

CHARTS
Access to AIP documents and charts.
WEATHER
The VFR mobile application regularly retrieves the meteorological data provided by HungaroMet from the server based on the validity of the time stamp of the last data update. This way you can view, for example, the precipitation radar, the visible satellite image or the warning forecast.
LOGs
The user can view their saved flight logs and use them for navigation purposes within the NetBriefing system.
FLIGHT PLANS
Database containing a list of active and archived flight plans with their current status. It is possible to preview the flight plan on the map and start the flight from the flight plan list and route preview on the map. As a user, you can send DEP, ARR, CNL, CHG and DLA messages to your flight plan.
TRACK
The system creates and stores the tracks of active flights.
CONSPICUITY
The mobile application sends the GNSS location data (latitude, longitude, height, speed, vario, time stamp, accuracy) to the servers over the mobile network to share, broadcast and display it to other users within the mobile application.
Sharing of live position and tracking data in the mobile application is part of the terms of use.
The user can choose from different flight profiles:

The development of the PilotNet system aimed to utilize mobile internet networks during flight while taking into account the needs of the VFR traffic flying within the Hungarian FIR. We wanted to create a system that, with a live internet connection, is capable of:
Transmitting the position of pilots using the system
Displaying the surrounding traffic for pilots using the system - including signals from our own system, OGN, FLARM, and ADS-B
Displaying real-time airspace information - provided by Hungarocontrol (not guaranteed), updated every 5 minutes
Providing real-time weather information
In addition to the above, the system can also provide the normal functions of an offline navigation system, such as route planning, NAVLOG creation, weight and balance calculations, in-flight navigation with the "Direct To" function, and so on. The use of the system is free, only installation of an application and registration are required.
7th VFR Aviation Safety Forum
HungaroControl's Directorate of Aviation Safety, Quality Management and Internal Control will again organize the usual annual VFR Aviation Safety Forum on March 17, 2023. The event is open to pilots, instructors, representatives of airports and pilot organizations, as well as aviation professionals.
The presentations planned by HungaroControl and its partner organizations will cover, among other things, instructive incidents and accidents, flight preparations, air police inspections, planned military training flights, as well as useful information about drones.
Participation is free, but pre-registration is required. Due to venue capacity limitations, we may not be able to accept all registrations. Registrations will be accepted or queued on a first-come, first-served basis, of which we will inform the applicant by reply e-mail at the e-mail address provided in the registration.

§ 6 Decree 4/1998 on the use of Hungarian airspace. (I. 16.) Government Decree 4 / B. § (1) is replaced by the following provision:
"(1) in the Budapest FIR with an unmanned state aircraft or an unmanned civil aircraft performing a state operation in designated airspace for state flights (periodically restricted airspace, MTMA, MCTR, dangerous airspace) and in restricted airspace with the competent air traffic services unit or air traffic controller can be flown based on prior coordination.
In a temporary restricted airspace designated for state aircraft in the Budapest FIR, in which other state aircraft may perform tasks, it is possible to fly an unmanned state aircraft on the basis of prior coordination with the person responsible for the organization of air traffic. ”

11.06.2019 Information on EU legislation on unmanned aerial vehicles
Today, both regulations on unmanned aerial vehicles have been published in the Official Journal of the European Union No 152. These are the following:
Commission Delegated Regulation (EU) 2019/945 on Unmanned Aircraft Systems and third-country aircraft operators (formerly referred to as the Delegated Regulation)
Commission Implementing Regulation (EU) 2019/947 on rules and procedures for unmanned aerial vehicle operations (regulation referred to earlier as Implementing Regulation)
Both regulations will enter into force on the twentieth day after its publication, ie 1 July 2019.
The provisions of Commission Implementing Regulation 2019/947 will apply from 1 July 2020, with the remaining period of application of certain provisions as previously indicated.

On September 29, 2018, an unmanned aircraft was flying at Budapest Liszt Ferenc International Airport
We can say without exaggeration that Budapest Liszt Ferenc International Airport was the world premiere on the last weekend of September 2018. The experts of HungaroControl, headed by György Blazsovszky, telecommunication system development engineer, have proved that instead of GPS-based positioning of unmanned aerial vehicles it is possible - more secure - to have their mobile tracking. Until now, technology secrecy was in place with all partners involved in securing technology.
"Practically, it is possible to track and isolate unmanned aerial vehicles, gliders, paragliders, airplanes, hot air balloons and ultralight aircraft with a mobile payment,"
Thanks to Budapest Liszt Ferenc International Airport, Nokia, National Media and Communications Authority, Ministry of Defence, Rotors and Cams and HungaroControl for supporting the test.
We hereby inform you that the PDF-based AIP documentation will be removed from the NetBriefing system on 14.01.2019.
The currently effective AIP can be found on HungaroControl’s AIS website.

In accordance with Regulation 1079/2012/EU, for all aircraft (not classified as an exclusion category), a mandatory on-board equipment is a 8.33 kHz channel capable radio device. This Regulation applies in the AIP from 06.12.2018.
Flight plans will be rejected which fail to comply with the requirement for a mandatory on-board equipment (except for exempted flights).
If there is no ‘Y’ in Field 10 indicating the presence of a 8.33 channel spacing capable on-board radio equipment and also there is no reference to a possible exemption (STS/SAR, STS/HOSP, STS/FFR, STS/MEDEVAC) in Field 18, then, in line with EU regulation 1079/2012/EU, it is not possible to submit a flight plan in the NetBriefing system.

HungaroControl hosted Thales Users Group Conference in Budapest
HungaroControl hosted Thales Users Group Conference in Budapest between 24 and 26 September. TUG is an international forum in the civil aviation industry since 1991 with the aim to foster cooperation between ANSPs and Thales. More than 140 delegates and 30 organisations exchanged best practices, shared views on innovation and digital transformation.
Technological inventions, changes in travel habits, generational differences - in the field of air navigation service providers (ANSP) continuous change is the only constant. Latest forecasts predict 16.9 million IFR flight movements in Europe by 2030. In 2017 Eurocontrol handled 10.6 million flights in Europe. ANSPs must keep up with dynamically growing air traffic and efficiently respond to flight security and capacity challenges – this is one of the most important conclusions of Thales Users Group Conference.
The event was hosted by HungaroControl and Thales in Budapest between 24 and 26 September. More than 140 delegates and 30 organisations exchanged best practices, shared views on innovation and digital transformation.
“The solution for these challenges is continuous innovation. Therefore HungaroControl seek to stay in the forefront in Europe when it comes to initiatives for the improvement of flight safety, efficiency of air traffic management, decreasing the price of flights, or development of environmentally friendly processes” – said Mr. Kornel Szepessy, CEO of HungaroControl in his keynote speech.
The CEO demonstrated the results of these efforts. HungaroControl played a key role in several projects in the recent years. The remote and virtual tower solution for Budapest Airport (BUD) was implemented in cooperation with Searidge Technologies Inc, and received Jane’s ATC Runway Award at the 2018 World Air Traffic Control expo in Madrid. HungaroControl may contribute to the development of Changi Airport in Singapore, voted best airport in the world 5 times in a row. On 5 February 2015, HungaroControl became the first air navigation service provider in Europe to abolish its entire air traffic services route network, enabling aircraft to use Hungarian airspace freely, without any restrictions. HUFRA had significant positive economic and environmental impact: in the past 3 years, total length of overflight routes decreased by 4.5 million kilometers, reducing carbon dioxide emissions by 48 million kilograms per year. HUFRA received the Innovation Award at the Dubai Airport Show in May 2018.
“Our short-term goal is to create a 1,000 kilometer free route air space by the end of 2019, from the Black Sea to the Czech border, in cooperation with the all affected countries” – emphasized Mr. Kornel Szepessy.
The participants of the conference focused on the drone related developments as well, understanding that one of the hottest topics nowadays is the air traffic management of drones and the development of UTM. A reliable and standardized regulation and traffic management system is critically important to ensure that manned and unmanned aircraft can share the sky safely, and drones can be used efficiently, flexibly, safely, in a cost-efficient and user-friendly manner. HungaroControl host an event on this topic in Budapest this November.
For the ATM industry replacing overcomplicated systems with artificial intelligence based, self-learning systems is a key factor of success. For ANSPs, fast implementation is essential when it comes to solutions that increase productivity and allow for flexible capacity management, always focusing on cyber security as well.
